In 1990, Corina Sein-Badulescu Victoria, a member of the Writers Union of Romania, founded Excelsior Art Publishing House, the first private publishing house in Timisoara, obtaining from the Ministry of Culture Opinion No. operation. 65/1990. The quality of the editor Corina Victoria Sein is given by the certificate obtained from the Ministry of Culture, and the certificate issued by International Book Development Limited / 1994..
Excelsior Art Publishing  House is a member of Romanian National Association of Publishers and is valued and recognized among publishers NURC (2000).

The editor was targeted from the first editorial project preparation by the axiological principle, preferred it to the purely economic. Therefore, strongly promoting by the text of  certain value, able to spark the reader's cultural education, Excelsior Art Publishing  House has reached its main gaols. .
Here are three objectives which are subject to publisher's editorial board members:
a) the capitalization of local creative potential (including the creators of national minorities, and so neglected productions generally of beginners);
b) recovery, by translation of works of literature, the universal creative spirit;
c) maintain a judicious balance between book of fiction and book l f scientific literature, from classical and contemporary creation, between Romanian productions and translations.
Grouped into collections and series, books published under the banner of Excelsior Art provides encyclopedic views and promotes a profile designed to assure for this Publishing House a special place in the sphere of Romanian spirituality.
